Who are Parking Control Management (UK) Ltd and what do they do?
Parking Control Management (UK) Ltd, or just PCM, are a private parking operator. They are contracted by landowners or their agents to implement, manage and enforce agreed parking restrictions. They always work to protect the rights of the authorised users of the private land – such as the customers to Wyndley Leisure Centre.
The main goal of introducing parking enforcement on this site is to ensure genuine customers always have spaces available while visiting Wyndley Leisure Centre.
What are the restrictions being implemented?
Parking restrictions depend on the area you are looking to park in, and all terms and conditions will be advertised on the signage installed across the car parking areas. Please note the signage terms and conditions included may differ depending on the area you are wishing to park. We encourage you to review the parking signs installed before leaving your vehicle unattended.
• Main car park
The main car park has been set up as a pay-to-park location with free parking sessions being available to customers of Wyndley Leisure Centre or Costa Coffee. If you are using any of the on-site facilities, simply book your vehicle for parking at one of the kiosks installed in the reception areas of each facility.
• Athletics Club car park
Similar to the main car park, Customers to the Athletics Club can park in the dedicated car park, free of charge, provided they register for a parking session inside the club. There is no pay to park option available for the general public in this car park.
Please note, parking sessions must correspond with the car park your vehicle is parked in, i.e., main car park session will not be accepted in the Athletics Club car park and vice versa.
• Other car parks
All other car parks across the Wyndley Leisure Centre are for staff use only. Customers and general public cannot park in any car parks other than the main car park and Athletics Club car park, regardless of a parking session booked.
Who decides the terms and conditions of parking?
Restrictions are always discussed and agreed with the instructing client. We will suggest best practices, but they have the last word on the shape of the enforcement.
What is ANPR?
ANPR (Automatic Number Place Recognition) is a camera-based parking management system allowing us to record any vehicle parking on site without a valid permit. The main benefit of ANPR enforcement is its reliability and consistency, with coverage being provided 24/7.
Why is this system better than just operative patrols?
ANPR boasts a plethora of benefits, including not needing to display a permit as well as consistent, continuous enforcement. What is more, we have found visible cameras work as a deterrent not only for unauthorised parking but also other anti-social behaviour, increasing security across the site.
Will there be warden patrols as well?
Yes, we will have our local warden team enforcing for any contraventions the cameras cannot pick up, such as vehicles parking outside of the marked bays, on the pavement or roadways, in bays not corresponding to the registered permit etc.
How often will you patrol?

Do you enforce every day of the year? What about bank holidays?
Parking management will be live every day, including bank holidays.
What is a Parking Charge Notice (PCN) and are they legally enforceable?
The short answer is yes, Parking Charge Notices are very much legally enforceable. Our charges are issued with a basis rooted in contract law so they can be pursued through the County Courts.
I received a PCN. What do I do?
You can either pay or appeal the charge and both options are explained in detail on the notice itself.
What happens if I do not pay my PCN?
If a PCN remains unpaid, it will be processed to Debt Recovery and legal action which might result in a County Court Judgement (CCJ).
Can you send PCNs by post?
Yes. PCNs can be attached to the windscreen, posted or handed to the driver. All three methods are equally legitimate.
How do I avoid getting a PCN?
All you need to do is follow the rules and restrictions set out by the signs installed. Always check the signs in the area you’re looking to park before leaving your vehicle unattended and, if you’re not sure, seek alternative, unrestricted options.
For Customers of Wyndley Leisure Centre we have provided kiosks to book your vehicle for a parking session, free of charge. Any motorists that are not Wyndley Leisure Centre Customers can book a pay-to-park session by following the instructions on the enforcement signs installed throughout the car parks.
Why do I need to register for a parking session?
The permit system is in place to protect the rights of both the Landowner and the users of the car park. To put it simply, registering for a session is ‘doing your bit’ to ensure that only authorised persons park and that they do so in a proper manner. Without that, we have no way of confirming you have a right to park on site.
I am unable to book my vehicle for parking. What do I do?
If you are having trouble registering your vehicle for parking, please speak with one of the Wyndley Leisure Centre staff members.
Does my parking session expire?
Yes, each parking session is booked for up to 4 hours and will expire after this time. If you need to park for longer, please speak with one of the staff members on site.
Can I have a physical permit instead?
No, we will not be offering any physical permits.
Is my parking session valid for any PCM-controlled site?
No, your session is only valid at the specified location.
I am unable to park properly – what do I do?
While we certainly appreciate the frustration of this, unfortunately, you will have to seek alternative, unrestricted parking. Poor parking does not permit further poor parking – it creates a domino effect, leading to the scheme being ineffectual.
Can I load/unload or pick up/drop off?
Yes, vehicles are allowed to pick up/drop off or load/unload for up to 15 minutes. If a vehicle is parked for more than 15 minutes without a valid parking session, the driver will be liable for a Parking Charge Notice.
Please note, this does not apply to the service road and delivery area by the football pitch – no pickup or drop off is allowed there and vehicles will be enforced immediately.
Regardless of the length of stay, parking is only allowed within the appropriate marked bays. No parking is allowed on the roadways, paved or landscaped areas, either wholly or partially, or within a bay not corresponding with the parking session the vehicle might be registered for, for any length of time.
I have a Blue Badge. Do parking restrictions apply to me?
Yes, Blue Badge holders must adhere to the same restrictions as all other users of the car park. If you are parking in one of the marked disabled bays, you will have to display a valid Blue Badge alongside booking a parking session.
